Frank Shen was a judge, presiding judge, and division chief at the district court level, high court level, and the Supreme Court of Taiwan, handling civil litigation, criminal litigation, and compulsory enforcement. He also worked on policy-making, supervision, and enforcement in the Criminal Department, the Civil Department, and the Juvenile and Family Department of the Judicial Yuan.
Frank helped draft or amend the Juvenile Justice Act, the Code of Criminal Procedure, the Code of Civil Procedure, the Notary Act, the Domestic Violence Prevention Act, the Family Case Act, and the Labor Incident Act. He has extensive experience in legal research, case analysis, and teaching in the field of civil law, and was the chair or director of various prominent legal associations based in Taipei.
