The Ministry of Labor's Announcement to 2027 Labor Inspection Guidelines

On August 11, 2026, the Ministry of Labor announced the 2027 Labor Inspection Guidelines. The key focus of the revisions is to align with the implementation of the amended “Occupational Safety and Health Act” and the “Action Plan to Prevent Workplace Incidents” with “incidents prevention at the outset,” “contractor management,” and “prevention of workplace bullying” as the three main pillars:
1. Construction Safety and Contractor Management: Project owners must complete risk assessments in the phases of planning and design of a project. For projects above a certain scale, a safety analysis report for planning and design must be completed. The key inspection points are whether project owners inform contractors of operational hazards and contractor management.
2. Safety Management of High-Risk Operations: Starting from July 1, 2027, inspections will include verifying whether workers entering construction sites have completed construction operation safety training. Tower cranes and mobile cranes equipped with riding devices will be included in the management of hazardous machinery. Additionally, inspections will be added to verify whether operators of specific machinery such as excavators, forklifts, and aerial work platforms have completed qualified training.
3. Preventing Occupational Mental and Physical Health Hazards: This involves inspecting whether business entities have established complaint and investigation handling mechanism, publicly disclosed prevention measures, and formulated and implemented regulations for the prevention of workplace bullying.
