Taiwan-Israel Patent Prosecution Highway (PPH) Program



Taiwan Intellectual Property Office (TIPO) and the Israel Patent Office (ILPO) officially launched the Taiwan-Israel PPH Program (TIPO-ILPO PPH MOTTAINAI) on January 2, 2026, and announced the operational guidelines. 

The Program will end on January 1, 2029. After the end date, the Program may be automatically implemented indefinitely under the same conditions or terminated. The four requirements for requesting PPH for a TW application are: 

(1)  Both the TW application and the corresponding IL application(s) should have the same earliest date (priority date or filing date).

(2)  One or more claims from the corresponding IL application(s) have been determined to be allowable by the ILPO. The type of Israeli office action includes: “Notice before Acceptance of Patent Application.”

(3)  All TW claims that are pending upon the request for PPH or subsequently amended should sufficiently correspond to the one or more claims indicated as allowable by ILPO.

(4)  For the TW application, TIPO has notified the commencement of substantive examination and has not issued the first office action.
