Organization Act for Ministry of Digital Development Cleared Legislative Floor in Taiwan
On December 28, 2021, Taiwan's legislature approved the Organization Act for Ministry of Digital Developmentand other relevant legislations. Under the new laws, the Ministry of Digital Development will be established under the Executive Yuan, and the current Ministry of Science and Technology will be restructured into the National Council for Science and Technology. Relevant stakeholders expect that the establishment of the Ministry of Digital Development will improve the inter-ministerial coordination and solve the conundrum that no competent authority is willing to take charge in coordinating matters related to the development of digital industry.
The Ministry of Digital Development will be responsible for issues pertaining to communications, information, cyber security, networks/internet and broadcasting. In addition to coordinating digital governance among government agencies and guiding digital development in various industries, the Ministry of Digital Development will also be responsible for pooling infrastructural and environmental resources for the digital transformation of the society and people's daily lives, as well as cyber security, data governance, innovation sandbox, talent cultivation, digital inclusion and regulatory framework. The digital-related businesses currently under the purview of the Ministry of Transportation and Communications, the National Development Council, and the National Communications Commission will be transferred to the Ministry of Digital Development in the future.
Cyber security is one of the priorities of the Ministry of Digital Development. In the future, the Cyber Security Agency will be established as a subordinate agency thereunder, which will be responsible for policy planning, proposal review, supervision and assessment of matters relating to national cyber security, the implementation of safeguards, drills and audits for national cyber security as well as the protection of communications and broadcasting infrastructure.
