Emile Chang, as the executor of international investment policies under successive presidents, has advanced liberalization and internationalization, built Taiwan into an Asia-Pacific operations center, implemented policies such as “go slow, be patient”for investment in mainland China, promoted proactive opening with effective management, and gradually allowed mainland Chinese investment into Taiwan step by step. In response to the U.S.-China trade war, he encouraged Taiwanese businesses to return and invest in Taiwan and accelerated the implementation of the three major investment programs.
He integrated the Investment Commission, the Department of Investment Services, and investment promotion centers to establish the office “InvestTaiwan”. His work spans from planning, execution to management, and from investment promotion, review, coordination to providing one-stop services.
He once stated at a Cabinet meeting of the Executive Yuan:
“Investment is not my job; it is my lifelong calling.
